Illinois up-and-comers Dr. Manhattan do not share their comic-book-character namesake’s disturbing lack of emotion; in fact, they can get downright histrionic on occasions. The shaggy, caffeinated emo-pop of their self-titled debut combines radio-friendly hooks with jittery, off-kilter shards of new wave keyboard. At times, such as on “Claims Should Echo” and “Pepper,” they come close to the nervous energy of forward-thinking acts like the Dismemberment Plan, and on “Dirty, Scandalous, Dirty,” woozy, garage-rock organ and hard drumming throw you around the room. It’s a promising start for a rookie act that has creativity to spare.
